Chapter 1

The Balcony Vow at Dusk

Vesper Rook arrived at Ravelin Palace with a lie folded beneath her glove and the taste of blood where she had bitten her tongue to keep from smiling.

The lie was small enough to pass between two courtiers, sharp enough to cut a ministry in half. By midnight, if Countess Elowen Marrow believed it, she would either deny the Crown’s secret treaty before half the court or claim knowledge of it. Either answer would give Vesper’s faction the leverage it needed.

She wanted only one thing from the gala: Elowen’s mistake.

The palace balcony opened above the ballroom like a gilded trap. Music rose through the balustrade in warm, polished waves - violins, glass, the soft thunder of a hundred conversations pretending not to be negotiations. Below, ministers moved in jeweled clusters beneath chandeliers bright enough to expose a liar’s pulse. Above, the balcony rail offered a clear view of every entrance, every servant carrying wine, every hand slipping a note beneath a cuff.

No one came here to admire the view.

Vesper stepped into the crush, her black gloves brushing the marble rail. Winter air pressed against her bare shoulders, carrying the scent of rain from the palace gardens and the sweeter perfume of roses arranged along the balustrade. Behind her, the doors closed with a muted click.

A lock, then.

She let her gaze travel across the ballroom without lingering. The king’s ministers occupied the western gallery. The Ashen Delegation stood near the musicians, their silver masks turned toward the eastern stair. Three members of Vesper’s faction waited below, each wearing the same dark-blue pin and pretending not to know one another.

And there - beside a pillar carved into the shape of a kneeling saint - stood Elowen Marrow.

The countess wore crimson silk, severe at the throat and cut low enough to make every man in the room forget the threat of her smile. Her dark hair was swept back with a single jet comb. No jewels except a thin chain around her wrist.

Vesper had seen that chain before.

Not on Elowen. On a courier found drowned in the old aqueduct.

The recognition tightened something beneath her ribs. Elowen did not merely collect information. She collected the people who carried it.

Their eyes met across the balcony.

Elowen lifted her glass.

Vesper did not return the gesture. She turned instead to Lord Serren Vale, the deputy minister of foreign accounts, who had been waiting near the rail with the strained patience of a man hoping to be approached.

“Lord Vale,” she said. “You look as though someone has misplaced your conscience.”

He glanced toward the ballroom. “And you look as though you’ve come to find it.”

“I came to find the truth. Conscience is usually in the way.”

His mouth twitched, but fear moved first through his expression. Good. Fear made people careless.

Vesper leaned closer, lowering her voice just enough to force him to listen. “The northern treaty was signed three nights ago.”

Vale’s glass stopped halfway to his lips.

She watched the information strike him. The treaty was not signed. Not yet. But the king’s council had spent six months concealing negotiations with the northern provinces, and Vale knew enough to understand what a public confirmation would do. The Crown’s coalition would fracture. Vesper’s faction would gain the votes needed to block the emergency levy.

“Who told you?” he asked.

“Someone who wanted to live.”

“That narrows nothing.”

“It narrows it to someone more honest than you.”

His eyes flicked toward Elowen.

There it was. Not guilt. Calculation.

Vesper gave him a pleasant smile. “You should tell the countess before she hears it from someone less discreet.”

“You’re baiting her.”

“I’m offering her the courtesy of choosing how she loses.”

Vale’s fingers tightened around his glass. “You think she’ll take the bait?”

“No.” Vesper watched Elowen begin to cross the balcony. “I think she’ll improve it.”

Elowen moved through the crowd without touching anyone. People made room for her anyway. That was the first danger of her: she never demanded space. She simply made others feel they had offered it.

“Rook,” she said when she reached them. Her voice was low, velvet over a blade. “How kind of you to bring Lord Vale somewhere the wind can carry his secrets.”

Vale bowed too quickly. “Countess.”

“Deputy Minister.”

Vesper rested one hand on the rail. “You’ve been looking for me.”

“I’ve been looking at everyone. You happen to be difficult to overlook.”

“Is that because of the dress?”

“Because of the body count.”

The words landed softly. Vale’s gaze dropped to the floor.

Vesper looked at Elowen. “You’ll have to be more specific.”

“I would, but I suspect you prefer your accusations unsourced.”

“Only when they’re accurate.”

A smile touched Elowen’s mouth. It did not reach her eyes. “Then we understand each other.”

That was the trouble. They understood each other too well.

Vesper had expected Elowen to circle the false treaty, to ask questions with enoug
